On August 24, 2023, the North-West Regional Program 2021-2027 was approved in a new version, by Commission Implementation Decision C (2023) 5846.
On October 11, 2022, the Northwest Regional Program 2021-2027 was approved by Commission Implementation Decision C (2022) 7386.

At the beginning of September 2021, the North-West ADR sent the third version of the North-West PR 2021-2027 to the European Commission, the Ministry of Investments and European Projects, as well as the Ministry of Development, Public Works and Administration, for analysis and negotiation.

Compared to version 2 (below), the document in version 3 has integrated changes appearing in the final European regulations, comments received from the European Commission, new approaches resulting from consultation with national and local partners, updates of achievement and outcome indicators.
The main intervention priorities and the financial envelope provided cover the following areas:
• Priority 1: A competitive region through innovation, digitization and dynamic enterprises – 327.904 million euros
• Priority 2: A region with smart localities – 44.629 million euros
• Priority 3: A region with environmentally friendly localities – 230.666 million euros
• Priority 4: A region with sustainable multimodal urban mobility – 305.155 million euros
• Priority 5: An accessible region – 184.979 million euros
• Priority 6: An educated region – 75.680 million euros
• Priority 7: An attractive region – 210.363 million euros
• Technical assistance: 62.068 million euros
At the end of April 2021, the North-West ADR sent the second version of the North-West PR 2021-2027 to the European Commission, the Ministry of Investments and European Projects, as well as the Ministry of Development, Public Works and Administration, for analysis and negotiation. The main intervention priorities and the financial envelope provided cover the following areas:

- Priority 2 : A region with smart localities – 138.284 million euros
- Priority 3: A region with environmentally friendly cities – 230.666 million euros
- Priority 4: A region with sustainable multimodal urban mobility – 320.155 million euros
- Priority 5: An accessible region – 194.979 million euros
- Priority 6: An educated region – 102.093 million euros
- Priority 7: An attractive region – 108.951 million euros
- Technical assistance: 62.068 million euros
The entire development process of the Northwest PR 2021-2027 followed correlation with existing planning documents regionally (The Northwest Regional Development Plan 2021-2027, The Northwest Smart Specialization Strategy RIS3, Regional Strategy for Urban Mobility and Smart Cities 2021-2027). Also, the strategic lines of the European cohesion policy were followed, the actions proposed through the Northwest PR 2021-2027 being focused on the 5 policy objectives (OP) of the European Commission:
- OP 1: A smarter and more competitive Europe, by promoting innovative and smart economic transformation and regional ICT connectivity.
- OP2: A greener Europe, which achieves the transition to a carbon-free and more resilient economy by promoting a clean and fair energy transition, green and blue investments, the circular economy, climate change mitigation and adaptation, risk prevention and management and sustainable urban mobility
- OP3: A more connected Europe, by developing mobility
- OP4: A more social Europe and inclusive through the implementation of the European Pillar of Social Rights
- OP5: A Europe closer to citizens by promoting the sustainable and integrated development of all types of territories and local initiatives."

The Ministry of the Environment, Waters and Forests announces to the interested public about the decision to issue the environmental opinion materialized by the Environmental Opinion no. 65/10.12.2021, in accordance with the provisions of GD no. 1076/2004 regarding the establishment of the environmental assessment procedure for plans and programs, for: NORTH-WEST REGIONAL PROGRAM 2021-2027, holder NORTH-WEST REGIONAL DEVELOPMENT AGENCY.
The goal "North-West Regional Program 2021-2027" is to contribute to sustainable development, to the valorization of the natural, material and human resources of the North-West Development Region, for the purpose of sustained, constant development that will make it one of the most dynamic European regions, so that by 2030 there will be a network of interconnected and innovative localities that use technology to facilitate sustainable development.

ADR Nord-West, as the owner of the Northwest Regional Program (PR Northwest) 2021-2027, is going through the environmental assessment procedure in order to obtain the necessary approval for the program.
The Northwest Regional Development Agency organized the dedicated public debate on Tuesday, November 2, 2021, from 4 p.m. SEA/EA PR NV 2021-2027. The event took place online through the ZOOM platform.
ADR Nord-West developed the strategic document PR Nord-West 2021-2027 which will support the implementation of regional development projects through financing from the European Regional Development Fund (ERDF) and from the state budget.
