The Northwest Regional Development Agency begins the stage of verifying the administrative compliance and admissibility of strategic documents (Sustainable Urban Mobility Plans and Territorial Strategies)

For the 2021-2027 Programming Period, the North-West Regional Development Agency has the status of Management Authority for the implementation of the 2021-2027 Regional Program (North-West PR 2021-2027) (according to GEO 122/2020, with subsequent amendments and additions). As a result, the institution is considering starting a verification stages of administrative compliance and admissibility of strategic documents (Sustainable Urban Mobility Plans and Territorial Strategies) developed at urban and/or county level. This measure is necessary, considering the fact that accessing European funds on Policy Objectives II and V, according to Regulation (EU) 2021/1060 of the European Parliament and of the Council of June 24, 2021, Cap. II, art. 28, 29; It is conditioned by the existence of Territorial Strategies (ST) for strategic integrated territorial development projects, respectively PMUD for the projects of urban mobility, as well as evidence-based justifications for the appropriateness and role of investment in overall development.

In the PR NV 2021-2027, for sustainable urban development, the central element is the financing of urban development projects based on Territorial Strategies (ST) that address economic, environmental, climate, demographic and social challenges in cities. ST and, where appropriate, Sustainable Urban Mobility Plans (SUMP) constitutes the framework for the selection of individual urban development operations (projects).

THE PERIOD FOR SUBMISSION OF STRATEGIC PMUD AND ST DOCUMENTS FOR VERIFICATION OF COMPLIANCE AND ELIGIBILITY IS:

February 13 (8:00 a.m.) – March 31, 2023 (Time: 16:00)

Method of submission: The documents will be sent to the e-mail of the ADR NV Secretariat (secretariat@nord-vest.ro) and to the address of the Department of Urban Development (urban development@nord-vest.ro), until 31.03.2023 at the latest, at 16:00.

Transmission of documents it will be done by means of a transfer link (e.g. Wetransfer). Submitted documents must be in non-editable format (PDF). These will be properly named and assumed by the legal representative by electronic signature.

Mandatory documents requested when submitting the PMUD/ST for verification are:

  • Forwarding address;
  • The Sustainable Urban Mobility Plan and/or the Territorial Strategy (the full document), including the list of priority projects (found within the document);
  • The decision of the Local Council of the UAT of the county seat municipality and/or, as the case may be, the Decisions of the Local Council of the UATs that are part of the urban functional area, or of the other municipalities or cities approving the PMUD and/or ST;
  • The decision to establish the Partnership/Association Agreement, if applicable;
  • The final decision/decision of the framing stage issued by the competent authority regarding the Strategic Environmental Assessment, according to GD no. 1076/2004;
  • The declaration of the legal representative of the undertaking, including the legal representatives of the other UATs in the urban functional area and regarding the completion of the public consultation process, including the supporting documents of the PMUD and/or ST;

After completing the verification steps described in Methodology for verifying administrative compliance and admissibility of strategic documents – Sustainable Urban Mobility Plans (PMUD) and Territorial Strategies (ST), the verifiers will issue a PMUD/ST compliance and admissibility notice (Annex III.a and III.b of the Methodology above) which will be sent to the beneficiary. This opinion will represent an eligibility criterion in the process of accessing European funds on Policy Objectives 2 and 5, according to Regulation (EU) 2021/1060 of the European Parliament and of the Council of June 24, 2021, Cap. II, art. 28, 29.
