Applicants can benefit from funds of up to 3,000,000 euros.

The call for projects it is competitive, with a submission deadline and benefits from a total allocation of 4 million euros and the Applicant's Guide in the version for public consultation can be found in the section https://regionordvest.ro/consultare/.

Eligible Applicants

Administrative-territorial units (UAT), defined according to the provisions of GEO no. 57 of July 3, 2019 regarding the Administrative Code, respectively:

  • County;
  • County seat municipality;
  • Municipality;
  • Town;
  • Common;

Institutions of the central public administration with attributions in the development of student and preschool camps.

Partnerships between eligible entities mentioned above.

 

The type of action provided for in this call for projects is construction/ expansion/ modernization/ rehabilitation/ equipping of camps for students and preschoolers. In support of this action, interventions regarding accommodation spaces, spaces intended for the preparation and serving of meals, as well as accessible infrastructures for educational and recreational activities (sports fields, other spaces for sports activities, conference/event rooms, etc.) are considered. ), interior and exterior layouts/equipment with facilities for people with disabilities, as well as measures to encourage the access of marginalized students and preschoolers (such as Roma, people with migrant origins, people with disabilities and other special needs, etc.) to educational activities and recreation. The construction/extension/modernization/rehabilitation/equipment works will cover both infrastructure and FSE+ type actions in an integrated manner.

Eligible activities

Construction/expansion/modernization/rehabilitation of student and preschool camps are mandatory eligible activities that can be financed independently. The provision of student and preschool camps is eligible only in conjunction with construction/expansion/modernization/rehabilitation activities.

The category of mandatory eligible activities also includes FSE+ activities, such as:

  • Training activities and development of key skills and transversal skills;
  • Information, counseling and school and professional guidance activities for students;
  • Personal development activities and independent living skills;
  • Employment mediation and facilitation activities, including campaigns to promote the advantages of youth employment among employers;
  • Campaigns to inform, raise awareness and encourage the participation of marginalized students and preschoolers (for example, from vulnerable social categories, Roma, people with migrant origins, people with disabilities and other special needs, etc.) in the education system;
  • Training services for marginalized students (for example, from vulnerable social categories, Roma, people with migrant origins, people with disabilities and other special needs, etc.) for their placement in basic jobs, including accompanying measures (meals, transport, etc. );
  • Psychosocial support measures to prevent school dropout for students and preschoolers with parents abroad and orphaned students and preschoolers, migrant students and preschoolers, students and preschoolers in other vulnerable situations;
  • Extracurricular activities, cultural-recreational, sports, etc. intended for students and preschoolers;
  • Organization of cultural and educational events, exchanges of experience, other similar actions;
  • Other ESF+ activities.

The applicant/partnership leader/partner must include in the funding application at least one ESF+ activity in accordance with Article 26 of Regulation (EU) 2021/1057. FSE+ activities are eligible only together with the activities provided for in letter a).

The expenses related to FSE+ activities represent a maximum of 15% of the total eligible value of the project, regardless of the number of FSE+ activities proposed for implementation.

Eligible related (additional) activities

  • Construction/modernization/rehabilitation of access roads to the investment objective
  • Construction/modernization/rehabilitation of parking lots that serve the investment objective
  • Construction/modernization/rehabilitation of utilities to and for the investment objective

The involvement of the entities interested in this Applicant's Guide is important for the realization of a call for projects adapted to the needs of the region and for this reason, the aspects being analyzed by the experts within the Management Authority of PR NV 2021-2027 and in case it is found that those requested have a justification, the clarifications/modifications are transposed into the final form of the Applicant's Guide.

The public consultation period is 15 working days from the date of launch, until April 2, 2024.
