Applicant's Guide 621.A - Educational infrastructure at the level of early education - pre-school (nursery) and preschool (kindergarten) education was published today by the North-West Regional Development Agency, as the Managing Authority for the North-West Regional Program 2021 -2027 (North-West REGION)

The North-West Regional Development Agency, as the Managing Authority for the North-West Regional Program 2021-2027 (REGIO North-West), publishes today, August 8, 2023, the Applicant's Guide for the call for projects 621 A – The educational infrastructure at the level of early education – pre-school education (nurseries) and preschool education (kindergartens).

 

The call for projects is competitive, with submission deadline, and funding applications can be submitted through the MySMIS 2021/2021+ computer system during:  September 8, 2023, 10:00 a.m. – March 7, 2024, 10:00 a.m.

A. Mandatory Eligible Activities

MANDATORY ELIGIBLE ACTIVITIES that can benefit from funding within the projects related to this call include the construction, rehabilitation, modernization or expansion of the educational infrastructure for pre-preschool (nursery) and preschool (kindergarten) education, to ensure access to education services in underserved areas for disadvantaged groups, in units overcrowded education.

The applicant has the obligation to include in the funding application at least one of the mandatory activities mentioned in the lines above.

The endowment of educational infrastructure for early pre-school (nursery) and preschool (kindergartens) built/rehabilitated/modernized/extended is eligible only together with at least one of the mandatory eligible activities mentioned above.

B. Eligible Related Activities

Amongst ELIGIBLE RELATED ACTIVITIES the activities related to an object related to the investment objective are included, including works for: the rehabilitation/modernization/expansion of the educational infrastructure for early pre-school (nursery) and preschool (kindergarten) education, which is carried out on the legally delimited site of the project.

The activities related to the object related to the investment objective are eligible within the limit of 15% of the eligible value of the related expenses detailed in subchapters 1.2, 1.3, 1.4, chapters 2, 4 and respectively subchapter 5.1.1 of the general estimate. The related activities may include expenses of the type mentioned in sub-chapter 4.1 "Constructions and installations" of the general budget, which are executed on the project site, according to the documents certifying the right to the real estate/real estates (land/building), object of the project (examples: fencing , access to the yard, exterior lighting, pedestrian walkways and car access, etc.).

The North-West Regional Program 2021-2027 proposes interventions for the development of research, development, innovation and digitization capacity, increasing the energy performance of the existing public and residential building fund, capitalizing on degraded spaces at the city level, sustainable urban mobility, investments in the network of county roads and in the educational infrastructure, as well as actions to capitalize on the cultural, touristic and spa potential.

In the financial year 2021-2027, public authorities and institutions, the business environment, the academic and research environment and NGOs can obtain funding.

The Northwest Regional Program benefits from a total allocation of 1,437,252,471 euros.

  • Priority 7: An attractive region - total value: 210,363,134 euros
  • Technical assistance – total value: 60,464,838 euros
