The North-West Regional Development Agency, as the Managing Authority for the North-West Regional Program 2021-2027 (REGIO North-West), publishes today, July 27, 2023, the Applicant's Guide for the call for projects 721 Conservation, protection and sustainable and competitive capitalization of cultural and historical heritage, including ensuring and/or improving access to them – RURAL.

 

The call for projects is competitive, and funding applications can be submitted through the MySMIS 2021/2021+ computer system during:  August 25, 2023, 10:00 a.m. – February 23, 2024, 10:00 a.m.

In this call for projects, support is granted for investments aimed at the restoration, protection, conservation, including the endowment of UNESCO and national cultural heritage objectives, conditional on the location of the investment in the rural environment. The funding applications proposing interventions on the heritage objectives can be found in the last approved list of historical monuments, annex to the Order of the Minister of Culture and Cults no. 2.314/2004 regarding the approval of the List of historical monuments, updated/amended, and the List of disappeared historical monuments.

These must concern historical monuments that fall into group A including UNESCO, conditioned by the location of the investment in the rural environment of the North-West Development Region.

Unclassified building bodies, part of the group A historical monument ensemble, located in the rural environment, can be considered eligible based on an address/certificate issued by the INP regarding their belonging to the historical monument ensemble, implicitly specifying the corresponding classification code from the List Historical Monuments.

A. Mandatory Eligible Activities

Mandatory eligible activities proposed in the financing applications represent contractual obligations that will be monitored during the implementation of the project.

The applicant will have to include in the funding application at least one activity from those provided in point a.1:

a.1) Main activities which can be financed independently within the projects related to this call, aim at interventions on the historical monument heritage objectives, provided that they include works that are subject to authorization according to Law no. 50/1991:

  1. Restoration, consolidation, protection, preservation of historical monument heritage objectives;
  2. Modernization, rehabilitation of historical monument buildings with cultural functions.

a.2) Secondary activities which can be financed through this call only within integrated projects that include at least one main activity from the above, otherwise the projects will be rejected:

    • Interior equipment (installations, equipment and equipment to ensure air-conditioning conditions, fire safety, anti-burglary);
    • The acquisition, restoration, consolidation, protection, preservation of specific equipment within the limit of 10% from the eligible value of related expenses Cap. 1, Ch. 2, Ch. 4 and Chap. 5, point 5.1.1 of the general estimate (eg: furniture, organ, equipment for the display and protection of movable and immovable heritage, etc.);
    • Restoration, protection, conservation of interior paintings, frescoes, exterior murals, stucco, iconostasis, etc.;
    • Information and advertising activity;
    • Digitization activity.

B. Eligible related activities

Other complementary interventions 

Through this type of intervention, the aim is to carry out the necessary activities to ensure the functionality and value of the historical monument within the limit of 15% of the eligible value of the expenses related to Cap. 1, Ch. 2, Ch. 4 and Chap. 5, subchapter 5.1.1 from the general estimate, by:

  • rehabilitation, modernization of roads/roads with direct access with or without parking to the heritage objectives, with the exception of county/national roads.
  • expansion of historical monuments.
  • realization of external improvements on the site of the historical monument and the realization/rehabilitation/modernization of related constructions (eg: thermal plant, technical space, etc. with the exception of administrative spaces), including their related utilities.

In order to justify falling within the eligible threshold established above, for complementary interventions, the applicant will present an estimate for a separate item with these expenses, and the expenses will be included in a separate category of expenses.

The North-West Regional Program 2021-2027 proposes interventions for the development of research, development, innovation and digitization capacity, increasing the energy performance of the existing public and residential building fund, capitalizing on degraded spaces at the city level, sustainable urban mobility, investments in the network of county roads and in the educational infrastructure, as well as actions to capitalize on the cultural, touristic and spa potential.

In the financial year 2021-2027, public authorities and institutions, the business environment, the academic and research environment and NGOs can obtain funding.

The Northwest Regional Program benefits from a total allocation of 1,437,252,471 euros.

  • Technical assistance – total value: 60,464,838 euros
