As a result, the institution is considering starting a process to verify administrative compliance and admissibility Territorial Strategies (ST) developed at the RURAL level by the UATs that intend to submit projects for financing on OP 5 "A Europe closer to citizens", Priority 7 - An attractive region within the Northwest Regional Program 2021-2027. This measure is necessary, considering given the fact that accessing European funds on Policy Objective V, according to Regulation (EU) 2021/1060 of the European Parliament and of the Council of June 24, 2021, Cap. II, art. 28,29; It is conditionedUm by the existence of Territorial Strategies (ST) for strategic integrated territorial development projects, as well as evidence-based justifications regarding the appropriateness and role of investments in overall local development.
THE PERIOD FOR THE SUBMISSION OF TERRITORIAL STRATEGIES FOR THE VERIFICATION OF COMPLIANCE AND ELIGIBILITY IS:
August 1, 2023 (8:00 a.m.) – February 23, 2024 (Time: 16:00)
Method of submission: The documents will be sent to the e-mail of the ADR NV Secretariat (secretariat@nord-vest.ro) and (urban development@nord-vest.ro) to the Department of Urban Development, until 23.04.2024 at the latest, at 4:00 p.m.
Transmission of documents it will be done by means of a transfer link (e.g. Wetransfer). The submitted documents must be in non-editable format (PDF). These will be properly named and assumed by the legal representative by electronic signature.
Mandatory documents requested when submitting the ST for verification are:
- Forwarding address
- Declaration of the legal representative undertaking to submit at least one project for financing on Priority 7, OS e (ii) Promotion of integrated and inclusive local development in the social, economic and environmental fields, in the field of culture, natural heritage, sustainable tourism, as well as security in areas other than urban areas, from PR NV 2021-2027. (Appendix 6)
- Territorial Strategy (full document), including the list of priority projects (found in the document)
- The decision of the Local Council of the UAT for approval of ST 2021-2027
- The decision of the framing stage issued by the competent authority regarding the Strategic Environmental Assessment, according to GD no. 1076/2004 and Law no. 292/2018 regarding the assessment of the impact of certain public and private projects on the environment.
- Declaration of the legal representative undertaking the public consultation process, including supporting documents. (ST was subjected to the public consultation process and evidence of this is attached)
After completing the verification steps described in The methodology for verifying the administrative compliance and admissibility of the Territorial Strategies developed in the rural environment of the North-West Region, the verifiers will issue a Compliance and admissibility notice ST (Annex 3 of the Methodology above) which will be sent to the beneficiary. This opinion will represent an eligibility criterion in the process of accessing European funds on Policy Objective 5, according to Regulation (EU) 2021/1060 of the European Parliament and of the Council of June 24, 2021, Cap. II, art. 28,29.
